A couple have pleaded not guilty to neglecting their children, four of whom were found locked on a balcony of their squalid Sydney home, a court has been told.

A 29-year-old man and a 23-year-old woman, who cannot be named for legal reasons, appeared in Mt Druitt Local Court charged with one count each of neglecting a child or young person.

The couple was charged after neighbours saw the distressed children, aged six and under, locked outside on an upstairs balcony of their townhouse at Bidwill, in western Sydney, on August 31.

Police officers forced their way into the house and allegedly found it reeking of urine and strewn with rotting food and soiled nappies.

The man and woman were asleep in a room with two other children - a six-week-old baby and an 18-month-old toddler.

The baby was taken to hospital for observation, and all six children were then taken into care by the Department of Community Services.

The man also faces one count of possessing cannabis. He and his partner will reappear in the same court on November 13.
