Welfare payments could be controlled for dysfunctional families across Australia next year under options being considered by the federal government.

The move would mean neglectful non-indigenous parents would lose control of welfare payments, in an extension of restrictions placed on some indigenous communities as part of the Northern Territory intervention.

The government has revealed it will adopt a national model from a choice of three welfare control systems under trial, The Australian reports.

Trials of the government's latest option will begin on Monday in Western Australia where parents whose children are considered at risk will have 70 per cent of their welfare payments controlled.

The other two options on trial include the mandatory 50 per cent quarantining system in the Northern Territory and the Cape York trial where a Family Relations Commission has the authority to bring welfare recipients before a hearing to decide the best way to manage their affairs.

The federal government will determine by the middle of next year which of the three welfare control models was the most successful, Family and Community Services Minister Jenny Macklin said.
