MOTORISTS caught speeding will be hit with surging fines under changes expected to be announced in the state budget next week, the second hit on NSW roads in a fortnight.

The Treasurer, Mike Baird, is expected to announce a rise of 12.5 per cent for all speeding fines for light vehicles in an effort to boost the coffers by more than $100 million over four years amid declining GST revenue. The changes mean the lowest speeding fine will rise to more than $100 for the first time.

The minimum fine, for motorists caught travelling 10 kilometres or less over the speed limit, will swell from $93 to $105. The biggest fine, for those travelling more than 45km/h over the speed limit, will rise from $1915 to $2154. The increase will follow a huge growth in the number of mobile speed cameras and red light cameras, announced last week.

It also comes as research shows that on average people in NSW pay far less in fines than those in most other states.

A Merrill Lynch economist, Saul Eslake, has calculated that in 2010-11 NSW citizens forked out $351 million in fines or about $48.34 each - well below the national average of $67.42.

Traffic fines make up about 80 per cent of fines the states collect.

The total value of the increase in speeding fines is expected to be $140 million over four years. The system of demerit point deductions is not expected to change.
