Administrative Remedy is about settling your differences in paperwork BEFORE going to court. Everyone has the right to question any contractual relationship they have entered into. You have no right to demand an answer from your neighbor who you are not in contract with, but the iRS, the Banks, the Credit card companies, the DMV etc all claim to be in contract with you and make demands on you.
